阴茎不能勃起，但有时憋尿能勃起，可能是正常现象，也可能是由于前列腺炎、尿道炎、膀胱炎、包皮过长等原因导致的。

如果在性生活时，阴茎不能勃起，但有时能够正常勃起，通常与自身的体质有关。因为在性生活时，阴茎需要一定的刺激力度，如果自身体质较弱，阴茎勃起的时间会比较短，但如果自身体质较好，阴茎勃起的时间会比较长。
